CARSON CITY, Nev. — A former state pilot is suing the Nevada Department of Transportation, claiming it's defying a court order to reinstate him with back pay.
James Richardson, in his lawsuit filed Friday, claims agency Director Susan Martinovich illegally created a new position for him that would not allow him to fly.
Martinovich did not respond to requests for comment.
Richardson was fired in 2008 after he was accused of violating safety standards by not immediately reporting that an intern had over-revved the state's Cessna Citation.

A state hearing officer ordered his rehiring, but Carson District Judge James Todd Russell later ruled against Richardson.
In November, the Nevada Supreme Court overturned Richardson's firing and referred the case back to Russell.
Richardson told the Las Vegas Review-Journal he's owed $250,000 in back pay.
