Factual Information

On February 16, 2020, about 1502 central standard time, a Cessna 170 airplane, N170RH, impacted terrain during takeoff from runway 17 at the High Point Airport (3KS5), near Valley Center, Kansas. The airline transport pilot sustained minor injuries and the three passengers were uninjured. The fuselage was substantially damaged during the impact. The airplane was registered to and operated by a private individual as a Title 14 Code of Federal Regulations Part 91 personal flight. Day visual meteorological conditions prevailed in the area about the time of the accident, and the flight was not operated on a flight plan. The local flight was originating from 3KS5 at the time of the accident.

The pilot reported that he was taking off when the accident occurred. He conducted a preflight inspection of the airplane, and also determined the weight and balance of the airplane was within the airframe manufacturer's limits. He estimated that the takeoff ground run distance was about 1,400 ft, which was about 70% more than the owner's manual performance value for a normal takeoff with no wind using a level, paved runway. He walked some of the takeoff area and determined the grass runway was "wet, but a solid surface." The windsock indicated about 8 knots at 160°. With over 2,200 ft of runway available and a slight downhill gradient, he deemed the available runway length to be adequate. He held the brakes letting the airplane reach maximum power before he released the brakes.

The pilot reported that the aircraft was indicating 60+ mph with about 500 feet of runway left when he considered aborting the takeoff, but determined that was not safe due to the road that ran perpendicular to the end of the runway. He continued to accelerate and rotated at the end of the runway. The aircraft abruptly pitched up and the pilot lowered the nose. The aircraft began sinking and was not accelerating. the pilot determined the best course of action would be to land straight ahead in an open field. After touchdown the aircraft's right side spring landing gear broke and the spring leg dug into the ground. The airplane subsequently rotated, and the fuselage sustained substantial damage.

The pilot indicated that there were no mechanical malfunctions with the airplane during the takeoff, and that the airplane had accelerated normally.

VALLEY CENTER, Kansas (KWCH) Four people were involved in a small plane crash in Valley Center on February 16th.

The crash happened around 3 p.m. in the area of W 85th St N and N Seneca St.

Lloyd Newman, the Public Safety Director for Police and Fire, says the plane crossed over 85th street and then touched down again in the field behind the Valley Center Christian Church.

Church members say Sunday services were over and the property cleared when they received a call from law enforcement about the accident.

"We're just getting all the details, taking all the information we can to take a report. We're waiting for the Federal Aviation Administration to come out as well. They were taking off from a runway across the street from the field here," said Newman.

He says everyone walked away from the crash and the pilot is the only one to suffer a minor injury.

VALLEY CENTER, Kansas (KAKE) -  A plane taking off from a grassy runway in Valley Center crashed behind the Valley Center Christian Church on February 16th.

The Valley Center Fire Chief says the pilot started having trouble, and he got it over 85th St N before putting the plane down hard in the field. The chief said the plane spun around to face the runway in the hard landing.

The pilot reported having a minor injury but refused medical treatment. No other injuries were reported.

Firefighters contained a minor fuel leak, and crews were waiting for the FAA to arrive to begin its investigation.

Records of the plane's tail number indicate it is a Cessna 170 registered out of Hesston, Kansas.

The student pilot reported that before the accident flight he and his flight instructor had made 3 uneventful landings on the snow-covered runway before his flight instructor exited the airplane to allow him to make his first solo flight. The student pilot stated that his first solo landing resulted in "a bit of sliding" and that the airplane had come to a stop about 90° to the desired runway heading. The student pilot taxied the airplane back to the ramp where he and his instructor discussed the landing, and both agreed to continue with the solo flight. The student pilot reported that during his second solo landing the airplane slid to the left upon touchdown, and that he was unable to regain directional control with right rudder before the airplane slid into a snowbank beside the runway. The outboard 3 ft of the left wing was substantially damaged when it impacted the ground. The student pilot stated that there were no mechanical malfunctions with the airplane during the flight. Postaccident examination of the airplane revealed no evidence of a mechanical malfunction with the flight controls, nosewheel steering, or wheel brakes. Most of the runway was covered with 1-2 inches of snow/slush at the time of the accident. It is likely that the student pilot landed the airplane on a snow/slush covered portion of the runway when he lost directional control.

The pilot of a retractable landing gear airplane reported that, while on downwind to land, he did a partial checklist and did not verify the landing gear position. While on final approach, about 20 ft above ground level, he heard over the radio that his gear was not down. The pilot reported that he immediately extended the landing gear, applied full power and applied back pressure on the control yoke. With the airplane still in the landing configuration, he believed that the airplane stalled and subsequently landed hard, separating the nose gear. The airplane veered off the runway and struck a runway sign before it came to rest upright.

The left wing was substantially damaged. The pilot reported that there were no preaccident mechanical failures or malfunctions with the airplane that would have precluded normal operation.
