Selection process for $546 million airport contract delayed: Louis Armstrong New Orleans International (KMSY), Louisiana

The New Orleans Aviation Board has pushed back the opening of its process to select a contractor to build its $546 million new terminal.

A specially appointed Review Committee, which will score the contractors' proposals and select a winner, was tentatively scheduled to meet Tuesday (Aug. 5) to begin its evaluation process, but the meeting was delayed. A new date for the meeting has not yet been scheduled, said a spokeswoman for the board.

The delay was needed so that prospective members of the Review Committee could be vetted, according to the spokeswoman.

The final members of the Review Committee have yet to be selected, but, by law, must include a representative of the Aviation Board, a design professional, someone in the construction industry, a representative of the Louisiana Department of Transportation and Development and a representative from state's office of Facility Planning and Control.

Those are the only legally mandated members. However, the Review Committee formed to grade a previous round of proposals for the contract included several others and was headed by Andy Kopplin, chief administrative officer of Mayor Mitch Landrieu.

Two construction and engineering teams submitted proposals by the July 28 deadline. They are Hunt-Gibbs-Boh-Metro and NOLA Airport Builders.
