  1. That's an Accident if a prop strike... > 25k in damages. New prop and engine overhaul needed and in today's climate at least 100k billed to the insurance company.

  2. The monetary damage to an aircraft involved in an event is not considered in determining whether or not an incident is determined to be an actual accident per NTSB 830. Damage other than to the aircraft, caused by the incident, that is greater than 25K, is criteria for immediate notification to NTSB (830.5).
    830 also lists specific (non monetary) criteria that is used to determine whether the event is an accident or a lesser incident.
