DESCRIPTION OF ACCIDENT: On 05/30/20, on departure from airport, helicopter encountered strong wind gust and lost altitude as if it were settling. The pilot tried to maneuver the helicopter back to the airport to land, but the skids caught on the airport perimeter fence causing the helicopter to nose over and impact the ground.

LOCATION OF AIRCRAFT: Air Transport, Phoenix, Arizona.
