Ceremony to Mark 13th Anniversary of Sept. 11 Attacks: Family Members of 9/11 Victims Will Gather at the National September 11 Memorial For Annual Commemoration

Family members of those who died in the Sept. 11, 2001, terrorist attacks and 1993 World Trade Center bombing will gather in lower Manhattan Thursday morning for the annual rite of remembrance.

The ceremony, to be held at the National September 11 Memorial, will mark the 13th anniversary of the morning when two passenger planes struck the Twin Towers in a series of attacks that also left destruction at the Pentagon and western Pennsylvania.

Hundreds of family members are expected to gather at the sacred ground of the World Trade Center site to remember the 2,983 men, women and children lost in 2001 and during the 1993 bombing at the site.

The memorial plaza will be closed to the public for most of the day, with only family members and elected officials permitted to attend, a 9/11 memorial spokesman said.

The proceedings will begin with a citywide moment of silence at 8:46 a.m., which is when the first plane was flown into the North Tower. At that time, family members will begin reading out the names of each victim, a process that will continue until the program concludes at 12:30 p.m.

There will be five more moments of silence to signify pivotal points of that fateful morning. This includes when each plane hit the two towers, when the towers fell, and when two other passenger aircraft crashed into the Pentagon and a field near Shanksville, Pa.

Mary Fetchet, founding director of support group Voices of September 11th, said new family members of victims of the 2001 terrorist attacks continued to come forward seeking assistance. There are 1,100 families that had not received remains of their loved ones, she said.

While 2014 doesn't mark a milestone since the attacks, this year's anniversary would still be painful and raw for many people, said Ms. Fetchet, whose 24-year-old son, Brad, worked as an equity trader on the 89th floor of Tower Two.

"People have milestones in their lives like births, graduation, marriages, having grandchildren…[those milestones] are a reminder of the person that isn't there to celebrate with you at that time," said Ms. Fetchet.

She added that there were still family members who have "not had the strength" to return to the memorial site.

Unlike previous years, Thursday's commemoration will be run by the National September 11 Memorial & Museum foundation instead of City Hall, which has planned the service each year since the attacks. The foundation is chaired by former New York Mayor Michael Bloomberg.

The plaza will be opened to the public at 6 p.m. and will remain open until midnight.
