DeleteThe NTSB "CAROL" tool finds the preliminary report if you paste DCA21LA018 into the "NTSB Number" field, so the reporting is real.
As far as the oddly incomplete report is concerned, maybe the crew injury on board needed an accident number to get insurance or OSHA filings rolling and details will fill in later (just a guess).
