I was on an ARFF fire crew for over 12 years and all of the fire suppression systems I saw you had to flip the safety cover and then flip the switch to activate, they were designed so they couldn't be bumped. I would think if they prove it happened by vibration then I would look in to the annual inspections and go from there. I have seen a lot of things happen from vibration on equipment on rough dirt roads over the years so I wouldn't rule out vibration.
