An observation: Breaking incentive habit?

Is the Allegheny County Airport Authority breaking its highly questionable habit of using public money to incentivize airlines to add service? 

Asked about Regional Sky's recent announcement of twice-daily weekday service from Pittsburgh International Airport to Wilkes Barre/Scranton International Airport starting in April, an authority spokesman told the Trib that authority officials had yet to discuss whether to provide an incentive to Regional Sky.

Here's hoping the public at least gets a clear answer on that point.
