On December 17, 2017, about 0956 Pacific standard time, a North American Navion, N8884H, experienced a sudden loss of power during takeoff from the Gillespie Field Airport (SEE), San Diego/El Cajon, California. The pilot subsequently made an off-airport forced landing to a parking lot. The pilot, pilot-rated passenger and passenger sustained serious injuries; the airplane sustained substantial damage. The airplane was registered to, and operated by, the pilot as a 14 Code of Federal Regulations Part 91 personal flight. Visual meteorological conditions prevailed, and no flight plan was filed for the cross-country flight. The flight was destined for John Wayne-Orange County Airport (SNA), Santa Ana, California.
The pilot reported that he flew with the pilot-rated passenger and passenger from SNA to SEE earlier in the day without incident and that they were returning to SNA when the accident occurred. He reported the departure from runway 27R at SEE was normal and the airplane had plenty of fuel. At about 400 ft above ground level (agl) the engine experienced a sudden loss of power. He banked the airplane left in an attempt to return to the airport but was unable to maintain altitude. Subsequently, he initiated a forced landing to a parking lot about 1/2 mile south of SEE, where the airplane landed hard and slid into an embankment and fence. A postimpact fire ensued.
According to the pilot, the engine was recently overhauled and installed in the airplane in August of 2017. The wreckage was recovered to a secure location for further examination.

Three people were injured, including a pair of Huntington Beach police officers, in a fiery plane crash shortly after take-off Sunday from an El Cajon airport near San Diego, authorities said.
The officers were treated at Sharp Memorial Hospital in Kearny Mesa and released Sunday night. The third person aboard the plane, whose name was not released and is not affiliated with the Huntington Beach Police Department, remained hospitalized on Monday with serious injuries.
Officers David Alan Roberts and Mark David Van Meter own the single-engine, 1947 North American Navion and were aboard the plane, Huntington Beach Police Chief Robert Handy said Monday.
“We feel very blessed that injuries to our officers weren’t more serious and no one on the ground was hurt,” Handy said. “Our thoughts are with the third person in the plane.”
Roberts and Van Meter are experienced pilots, he said.
It was unclear who was flying the plane at the time of the crash. The three were headed to John Wayne Airport.
Around 10 a.m. Sunday, the pilot reported engine problems shortly after departing from Gillespie Field, said Ian Gregor, a spokesman for the Federal Aviation Administration.
The pilot attempted to return to the airport but made a forced landing a block away in a parking lot, Mark Casey, a spokesman for Heartland Fire and Rescue said.
The plane ended up crashing between two commercial buildings and against a fence. When firefighters arrived, the aircraft was in flames and leaking fuel, Casey said.
All three who were aboard were already outside the plane. Two vehicles in the parking lot sustained minor damage.
The crash will be investigated by the FAA and the National Transportation Safety Board.

The pilot was attempting to return to the airport when he came up short and crashed in a parking lot off Gillespie Way near Weld Avenue, Heartland Fire and Rescue spokesman Mark Casey said.
"They were probably a few hundred feet shy, as the crow flies," Casey said. "They made their best attempt."
The plane hit a light pole as it was approaching the airport and ended up against a fence between two commercial buildings, where it burst into flames. The charred aircraft was left in pieces after the fire was extinguished.
"The plane was substantially damaged," Gregor said in an email.
When firefighters arrived, the three occupants were out of the aircraft and the plane was fully engulfed.
All three were taken by ambulance to a trauma hospital. The extent of their injuries was not known, Casey said.
According to FAA records, the plane is owned by an Orange County man, David Alan Roberts, who provided a Huntington Beach address.
Firefighters extinguished in about seven minutes, Casey said. The plane spilled some fuel at the crash site and a hazardous materials team was called out to provide technical advice, he said.
No one was hurt on the ground. The parking lot was adjacent to a Cox cable building and two Cox vehicles were damaged.
The FAA and National Transportation Safety Board will be investigating the crash.

EL CAJON, Calif. (KABC) -- Two Huntington Beach police officers are among three injured in a small plane crash that happened in El Cajon Sunday morning, authorities confirmed.
The plane crashed shortly after takeoff near the Gillespie Field Airport in San Diego County, hitting a fence and damaging three vehicles when it went down.
All three people on the plane were undergoing medical care, including the two officers, Huntington Beach police said. Details on the extent of their injuries were not immediately released.
Huntington Beach police said the third victim is not affiliated with the department. They added that they are thankful all three survived.
Nobody on the ground was injured.
Officials said the plane was registered out of John Wayne Airport in Orange County.
The cause of the crash was under investigation.

EL CAJON (NEWS 8) — A single-engine plane crashed Sunday morning near a public airport in the East County.
The plane reportedly crashed just before 10 a.m. in the 1900 block of Gillespie Way near Weld Boulevard in El Cajon less than a mile from Gillespie Field.
El Cajon firefighters and police officers responded to the call with the latter asking for people to stay clear of the area.
