  1. I suspect this is actually a Part 103 operated ultralight.

    1. If the plane was registered with an N- number, as this airplane was, it was not operating under Part 103.

    2. It isn't a registration cancellation that reverts an aircraft to Part 103. In order to return an eligible aircraft to Part 103, the airworthiness certificate must be turned in to the FAA.

      From AC103-7:

      15: AIRWORTHINESS (S 103.1(c)

      15.a. If your ultralight has been issued an airworthiness certificate, you cannot operate it as an ultralight under Part 103. An ultralight cannot be operated interchangeably as a certificated aircraft and an ultralight vehicle.

      15.b. If you want to operate your ultralight under Part 103, you must turn in, to the issuing authority, any airworthiness certificates currently issued for the craft.

      I would imagine the airplane had been registered in the Experimental category.
