GUTHRIE CENTER, Iowa — The Federal Aviation Administration is investigating after an airplane flew dangerously low over thousands of people Saturday at the Guthrie’s River Ruckus music festival in Guthrie County. 

Cellphone video shows the plane flying just above a row of campers parked at the event. Witnesses said the pilot flew so low that it barely cleared nearby telephone lines.

Former pilot Ilene Tallman said flying low poses a major risk.

“I mean, what if something would have happened?” Tallman said. “He would've run into those people and killed them, possibly.

Guthrie Center business owner Roy Plagman said the flyover was an unnecessary scare. 

“Well, I don't want terrorists coming and messing around where there's a whole bunch of people and blowing everything for everybody around here,” Plagman said.

FAA officials said they were able to determine who owned the plane, but said the pilot had not registered the plane in his name.

“I think it's stupid,” Tallman said. “It's illegal.”

“If you're flying that low you can pretty easily get caught up in something,” Plagman said. “People that do that shouldn't have their license if they're going to do that.”

An Federal Aviation Administration spokesperson told KCCI that flying low is reckless and that pilots who fly low can have their license suspended.

  1. The updated news piece pointed out one critical fact. This aircraft was sold years ago and the current owner, who happened to be pilot-in-command during the fly-over; has NOT registered this aircraft with the FAA.
