On August 20, 2018, about 1640 Pacific daylight time, a Rans S14 airplane, N140JL, impacted terrain about 4 miles south-east of Brownsville, Oregon. The light sport pilot received serious injuries. The airplane received substantial damage to the left wing, right horizontal stabilizer and elevator. The airplane was registered to and operated by the pilot under the provisions of Title 14 Code of Federal Regulation Part 91 as a personal flight. Visual meteorological conditions prevailed along the route of flight about the time of the accident and no flight plan was filed. The local flight originated from Daniels Field Airport, Harrisburg, Oregon, about 1600.
The pilot stated he had planned to overfly and photograph the location of a recent country concert venue. As he arrived over the venue, he descended to about 300 ft above ground level and decelerated to about 60 knots prior to initiating a steep left turn. The pilot said that during the turn, he felt the airplane stall and enter a spin. He attempted to stop the spin and recover from a stall when the airplane impacted the ground and struck a fence.
The airplane was relocated to a secure location for further examination.

An ultralight plane crashed near the stage of the Bi-Mart Willamette Country Music Festival outside Brownsville on Monday afternoon.
The pilot, John Loomis, 69, of Eugene, was the sole occupant of the aircraft, and was taken by ambulance to Riverbend Hospital in Springfield with minor lacerations and a complaint of back pain, according to a news release from the Linn County Sheriff's Office.
Loomis told authorities he was taking photographs of the area and the festival site, the news release states.
The Willamette Country Music Festival ended on Sunday night with a performance by Kid Rock.
Sheriff's Office Lt. Jeff Cone said that festival workers who were dismantling the main stage and doing other cleanup work witnessed the crash, which occurred at about 4:40 p.m., and rushed to help the pilot.
Festival workers said that the plane had been flying overhead during the event and even a few days beforehand.
“They were pretty low in the sky all the time. I thought that was strange,” said Tyler Nickell of Eugene.
On Monday afternoon, the aircraft was circling around the grounds east of Brownsville, off of Highway 228, when it curled up into the sky and then nose-dived, Nickell added.
Workers said the plane was headed westbound when it hit the ground, then slid through a fence for the VIP beer garden and spun around.
“It was really loud,” Nickell said. “I was thinking they could be dead. Or they could have hit some of the workers and they could be dead. Vehicles were pouring in from every direction. People were running over to check it out.”
At about 6 p.m., Cone wasn’t sure what caused the aircraft to crash, as the investigation was in its initial stages.
The Federal Aviation Administration and the National Traffic Safety Board were notified of the incident and investigation is continuing.
The plane is a RANS S-14 fixed wing, single-engine model built in 1992.
The Brownsville Fire Department, Oregon Department of Forestry and Lebanon Fire District medical personnel also responded to the crash.

BROWNSVILLE, Ore. -- A Eugene man was taken to the hospital after his small airplane crashed Monday afternoon at the site of the Bi-Mart Willamette Country Music Festival near Brownsville.
Callers reported the crash after 4:30 p.m., and deputies with the Linn County Sheriff’s Office responded.
The sheriff’s office said John Loomis, 69, was flying a 1992 fixed wing single engine experimental aircraft. Loomis said he was taking photographs of the area and festival site.
One man told KEZI 9 News the aircraft was flying extremely low before impact. The plane came to rest upright against the festival fencing where the VIP beer garden had been.
The man who witnessed the crash added no one on the ground was injured and medics used the Jaws of Life to remove Loomis from the cockpit. He said Loomis appeared confused and shaken.
An ambulance transported Loomis to Riverbend Hospital in Springfield with minor lacerations and a complaint of back pain, the sheriff's office said.
The Federal Aviation Administration and National Transportation Safety Board are investigating.
