ENDICOTT -- Endicott Mayor John Bertoni granted benefits to employees without board approval, according to audit report released by the New York State Comptroller's Office this week.
Bertoni gave his secretary a $10,615 stipend without authorization from the village board, according to the audit report. Endicott's airport manager also received hangar space at the Tri-Cities Airport worth $4,830 without approval from the board.
The state auditors also found inadequate internal controls over finances that led one employee to receive duplicate $1,543 checks. Four other employees received overpayments totaling $1,000 for health insurance buyouts.
The audit report is based on a review of financial data from June 1, 2009 to March 8, 2011.
Bertoni, in a letter to the Comptroller's Office, said the payment to his secretary was authorized by the previous mayoral administration and the benefits to the airport manager were part of the agreement when he was hired.
