BEAR VALLEY SPRINGS, California  — We are getting information into the 23ABC newsroom about a possible crash of a hot air balloon in Bear Valley Springs at the Annual Firecracker Balloon Festival.

County fire was called out to reports of a balloon into a tree off Rolling Oak Drive. Initial reports indicated there were three people at the scene.

We talked to a representative with the festival who would only tell us that a balloon "landed" close to a tree. 

The flights are done for the day and she said they'll be back in the skies Saturday morning at 7 a.m.

Analysis

The tailwheel-equipped airplane touched down on the runway centerline in a 7-knot right quartering tailwind and started to drift left. The pilot corrected with right rudder input, but the airplane started to drift left again. He then applied right brake and rudder input, and the airplane changed direction 30°; however, the left wing and left horizontal stabilizer contacted the runway before the airplane came to a stop. The airplane sustained substantial damage to the left wing, left elevator, and left horizontal stabilizer. The pilot reported that there were no preimpact mechanical malfunctions with the airplane.

Factual Information

On July 7, 2019, about 1000 eastern daylight time, a Cessna 180J, N52031, was substantially damaged while landing at Okeechobee County Airport (OBE), Okeechobee, Florida. The airline transport pilot and passenger were not injured. The personal flight was conducted under the provisions of Title 14 Code of Federal Regulations Part 91. Visual meteorological conditions prevailed and no flight plan was filed for the flight that departed Fort Lauderdale Executive Airport (FXE), Fort Lauderdale, Florida, about 0900.

The pilot reported that the airplane touched down on the runway 5 centerline and started to drift left. He corrected with right rudder input, but the airplane started to drift left again. He then applied right brake and rudder input, and the airplane changed direction 30°; however, the left wing and left horizontal stabilizer contacted the runway before the airplane came to a stop. The pilot added that there were no preimpact mechanical malfunctions with the airplane.

Review of damage photographs provided by the pilot revealed substantial damage to the left wing, left elevator, and left horizontal stabilizer.

The recorded wind at OBE, at 0955, was from 200° at 7 knots.

The student pilot in the experimental light-sport, weight shift-control aircraft reported that he experienced "unexpected high degree" aircraft banking and controllability issues during the initial climb, so he decided to land.

During the landing roll, the aircraft bounced. The aircraft touched down on the nose landing gear and it rolled on to the left wing, before sliding to a stop.

The airplane sustained substantial damage to the left wing and the airframe.

The METAR from the airport nearest the accident site was 4 nautical miles to the west, and reported that about the time of the accident, the wind was from 340° at 4 knots. The student pilot used runway 36.

Analysis 

The solo student pilot reported that, while practicing a soft-field takeoff, he applied full power and pitched the airplane's nose "above the horizon." The airplane became airborne, the wind pushed the airplane to the left, and the airplane struck a hay bale on the left side of the runway. The student turned the airplane toward the runway and landed on the remaining runway without further incident.

The airplane sustained substantial damage to the fuselage and empennage.

The chief flight instructor reported that there were no preaccident mechanical failures or malfunctions with the airplane that would have precluded normal operation.

The airport's automated weather observation station reported that, about 34 minutes before the accident, the wind was from 240° at 4 knots. The same automated station reported that, about 26 minutes after the accident, the wind was from 240° at 9 knots. The student was departing from runway 17.

The chief flight instructor reported that the student's flight instructor told him not to practice soft-field takeoffs during a solo flight. The instructor stated that the student required more practice on the takeoff technique.

During the landing roll, "the left front landing gear attachment lugs broke off the mount fitting." The pilot lost directional control of the airplane and ground-looped to the right. The airplane entered a ditch and nosed over.

Analysis 

The sport pilot reported that, while performing maneuvers in the gyrocopter south of the private airstrip, he felt no response when he applied left cyclic, and the gyrocopter "was stuck in a moderate right turn." The pilot initiated an emergency descent back to the private airstrip. During the approach, the pilot was unable to regain control of the gyrocopter, and it impacted terrain while sliding to the right. The gyrocopter rolled over and came to rest on its right side. Postaccident examination of the gyrocopter revealed no evidence of preimpact mechanical malfunctions or failures that would have precluded normal operation.

Factual Information 

On June 11, 2018, at 0715 mountain daylight time, an Aston Kinsey Tercel gyrocopter, N640BE, impacted terrain during landing at a private airstrip near Cokeville, Wyoming. The sport pilot and passenger were not injured, and the gyrocopter sustained substantial damage. The gyrocopter was registered and operated by a private individual as a Title 14 Code of Federal Regulations Part 91 personal flight. Visual meteorological conditions prevailed at the time of accident, and a flight plan had not been filed. The local flight departed the private airstrip at 0700.

According to the pilot, while performing maneuvers south of the private airstrip, he felt no response when he applied left cyclic, and the gyrocopter "was stuck in a moderate right turn." The pilot initiated an emergency descent back to the private airstrip. During the approach, the pilot was unable to regain control of the gyrocopter, and it impacted terrain while sliding to the right. The gyrocopter rolled over to the right and came to rest on its right side.

Post accident examination of the gyrocopter by Federal Aviation Administration inspectors revealed the gyrocopter sustained substantial damage to the main rotor blades, fuselage structure, vertical stabilizers, and horizontal stabilizer. A cyclic push/pull tube was fractured consistent with damage sustained during the impact; no additional anomalies were noted with the flight control systems. The examination revealed no evidence of mechanical malfunctions or failures that would have precluded normal operation.
