Firefighters and paramedics were called to the scene at 11:16 a.m. and reported that there was no active fire involvement, said Taylor Rappaport of the Los Angeles Fire Department.

I just listened to ATC recording at the time of the incident. There was no emergency declaration. It was however very busy with large and small aircraft landing and departing both runways. Unfortunately, this sounds like a landing checklist item oversight due to high workload environment, not an forced landing situation.
