In fact, the airlines have to collectively agree to allow construction. The former terminal was incredibly crowded and inefficient for the airline's hub operations. Major airports were designed as not just places for the passenger, but for those collecting passengers as well. You'd park, go to the gate, wait for the family, have a reunion and leave.
